Anhui Changfeng: Two Maglev Flywheel Energy Storage Projects Landed to Help Build a New Power System

2026, the opening year of the 15th Five-Year Plan and a critical period for the 2030 carbon peak goal, has seen strong policy signals from authorities including the National Energy Administration to accelerate the new power system and foster energy new quality productive forces, released at the 14th Energy Storage International Summit & Exhibition.

On March 31, the People’s Government of Changfeng County, Anhui, and Yuanlv (Beijing) Holding Group officially finalized two core maglev flywheel energy storage projects at a coordination meeting: a 100 MW frequency modulation power station and an Industry 4.0 intelligent manufacturing base with an annual output of 30,000 glass-fiber maglev flywheels. The projects mark a key step for Anhui in physical energy storage and set a technical model for the Yangtze River Delta to ensure power system stability.

New energy storage, a national strategic emerging pillar industry, is targeted to reach over 180 GW of installed capacity nationwide by 2027, with China’s current capacity at 136 GW, ranking first globally. As a high-safety, long-lifespan and fast-response physical storage technology, maglev flywheel energy storage has become a core focus, supported by national industry standards implemented in 2026.

Anhui aims for 4.5–5 GW of new energy storage by 2027, prioritizing flywheel storage. As a provincial energy reform pilot, Changfeng, with a planned 36,000 distribution network energy storage units, leverages this cooperation to consolidate its new energy benchmark status.

Adopting a "dual-core drive" model, the 100 MW power station will provide millisecond-level frequency regulation, complementing electrochemical storage to support grid stability and applying for Anhui’s "First Set" technical equipment certification. The manufacturing base will form a full industrial chain, focusing on ultra-fast charging stations and distribution networks, becoming a leading national intelligent production hub.

Changfeng has established a full-chain guarantee system to accelerate project delivery, with clear timelines: the power station to connect to the grid by end-2026 and the manufacturing base to operate before National Day 2027. Yuanlv Holding will promote large-scale application of the technology in Anhui to support national energy security.

This cooperation reflects the energy storage industry’s shift from policy-driven to market-driven development, embodying the 15th Five-Year Plan energy strategy at the grassroots level and contributing to the dual carbon goals and a safe, efficient new power system.
